Voluntary disaster prevention association disaster prevention plan


1 Purpose This plan stipulates the matters necessary for disaster prevention activities of the Minamirinkan Seinan Residents' Association Voluntary Disaster Prevention Association, and aims to prevent the occurrence and spread of human and property damage caused by earthquakes and other disasters.

2 Plan items The items specified in this plan are as follows.

3 Organization of disaster prevention organization and division of duties In order to carry out emergency activities in the event of a disaster quickly and effectively, a disaster prevention organization will be organized as shown in the attached sheet and the division of duties will be established.
When the following events occur, the chairman, vice-chairman, district mayors, and general affairs team will voluntarily gather at the Minamirinkan Southwest Autonomous Hall to set up a disaster alert (countermeasure) headquarters to collect information.
* In the case of an earthquake, the announcement will be based on a seismic intensity of 5 lower or higher.

4 Dissemination and enlightenment of disaster prevention knowledge In order to raise disaster prevention awareness of local residents, we will disseminate and enlighten disaster prevention knowledge as follows.

5 Understanding the risk of disasters in the region In order to contribute to disaster prevention, we will grasp the disaster prevention problems unique to the region as follows.

6 Disaster drills In preparation for the occurrence of a disaster such as a major earthquake, disaster drills will be conducted as follows so that information can be collected and transmitted, fire extinguished, and evacuated quickly and accurately.
(1) Type of training The training shall be individual training / comprehensive training, hands-on event type training, and map training.

(3) Comprehensive training Comprehensive training shall be comprehensively conducted for two or more types of individual training.
(4) Experience-based event-type drills This drill shall be conducted to improve disaster response capabilities without being aware of disaster prevention.
(5) Diagram training It shall be conducted to prepare for actual disaster activities.
(6) Training implementation plan When implementing training, create a training implementation plan that clarifies the purpose, implementation guidelines, etc.
(7) Timing and frequency of training a. As a general rule, training will be conducted during Disaster Prevention Month (September).
B. Training shall be conducted at least once a year for general training and at any time for individual training.

7 Collection and transmission of information In order to accurately and promptly grasp the damage situation and take appropriate emergency measures, information will be collected and transmitted as follows.
(1) Collection and transmission of information Information group members collect information provided by disaster information, disaster prevention related organizations, news organizations, etc. in the area, and transmit information deemed necessary to local residents, disaster prevention related organizations, etc. To do.

8 Fire prevention and initial fire extinguishing
(1) Fire prevention In the event of a major earthquake, the occurrence of a fire is the main cause of increased damage. Therefore, in order to thoroughly prevent fires, the first day of each month is designated as "Disaster Prevention Day", and each household has its own day. Inspection and maintenance will be carried out mainly focusing on the following items.
A. Maintenance of equipment using fire and tidying up the surrounding area a. Storage status of flammable dangerous articles, etc. C. Maintenance status of fire extinguishing equipment such as fire extinguisher d. Status of other dangerous parts such as buildings.
(2) Initial fire extinguishing measures If a fire breaks out in the area, the following fire extinguishing equipment will be deployed so that the fire can be extinguished promptly and extinguished at the initial stage.

9 Rescue / Rescue

(2) Contact to a medical institution If the injured person needs medical treatment, the injured person will be transported to the nearest medical institution or an emergency relief center set up by a disaster prevention related organization.
(3) Request for dispatch of disaster prevention related organizations Rescue / rescue team members request the dispatch of disaster prevention related organizations when rescue by disaster prevention related organizations is required.

10 Evacuation
(1) When a disaster such as a large earthquake occurs, first evacuate and gather at a temporary evacuation site.

11 School lunch and water supply School lunch and water supply in evacuation areas, etc. will be conducted as follows.
(1) Implementation of school lunches The school lunch and water supply team members carry out school lunch activities by allocating foods distributed by the city, etc., foods provided by households in the area or rice grain distributors, and preparing meals.
(2) Implementation of water supply School lunch and water supply team members will carry out water supply activities using drinking water provided by the city, water supply, and drinking water secured by wells.

12 Measures for people requiring evacuation action
(1) Understanding evacuation action supporters In order to understand the evacuation situation in the event of a disaster, we will try to identify evacuation action supporters by referring to the list of evacuation action supporters provided by the city, and the government, residents' association, and public welfare. Keep in touch with committee members / children's committee members, home-visit caregivers, volunteers, etc., and update information on a regular basis.
(2) Examination of evacuation guidance, rescue / rescue methods, etc. for evacuation action supporters Smooth evacuation guidance and effective rescue / rescue activities for evacuation action supporters will be examined in advance and reflected in training. In particular, when issuing evacuation preparation information, try to provide appropriate evacuation guidance.

13 Cooperation with other organizations For disaster prevention drills and emergency activities in the event of a disaster, cooperation with other voluntary disaster prevention associations and disaster volunteer groups shall be planned.

14 Disaster prevention materials and equipment The maintenance and management of disaster prevention materials and equipment will be carried out as follows.
