Minamirinkan Seinan Residents' Association Officer Selection Regulations (Approved by the Extraordinary Board of Directors on March 6, 2011)
Chapter 1 General rules
(Effect)
Article 1 This provision stipulates the overall activities of the officer selection committee (hereinafter referred to as the committee) stipulated in the bylaws.
(Purpose)
Article 2 The Officer Selection Committee shall carry out all activities from its inauguration to the recommendation of the next officer at the general meeting. The final decision on the election of officers will be submitted to the chairman and submitted to the general meeting as a personnel agenda item.
2. The officers here are the chairman, vice chairman, treasurer, and auditor.
(Compliance)
Article 3 Officer selection committee members (hereinafter referred to as members) are obliged to keep confidential the names of candidates and the selection process until they are submitted to the general meeting. The same applies to the members of the board of directors who received the report.
Chapter 2 Election of Committee Members and Composition of Committees
(Term of office of committee members)
Article 4 The term of office of members shall be one term and two years. The period will be two years from October, six months after the general meeting for re-election of officers, which is usually held every other April.
(Election of committee members)
Article 5 One member shall be the district director based on the rules. Other members will be recruited by circulation of the district chiefs, and one member from the district chiefs will be selected by the group leaders' meeting. In addition, discussions will be held between the district directors, and two or more members will be elected as members from the vice president.
(Establishment of committee)
Article 6 The committee shall be established in October in principle according to Article 4 above. The convocation guidance at the time of inauguration will be given in the name of the chairman, and the committee itself will do the rest.
(Composition of committee)
Article 7 The members elected in Article 5 form a committee based on Article 6, and elect the regular, vice chairman, and secretary. The members will be informed of the composition of the committee members, including the deputy chairperson, secretary, and members.
(Qualification and replenishment of committee members)
Article 8 If there is a vacancy in the committee members, the district chief will be replaced. Members other than the district chief can be replenished. Inform the district members of the replenishment of committee members.
2. If a member becomes a candidate for chairman or auditor, the qualification of the member will be temporarily suspended. Also, if recommended as chairman or auditor, he / she will be disqualified as a member.
(Operation and record)
Article 9 The proceedings of the committee shall be carried out by the chairperson, and the deliberations and decisions shall be decided by majority. Create minutes of meetings, attendance records of committee members, etc. The president may attend the meeting as needed.
Chapter 3 Election of Officers
(Recommended by candidates)
Article 10 Candidate recommendation has the following three categories.
(1) (Public recruitment recommendation) Ask members to recommend candidates for the chairman and auditors mainly under the name of the committee. At that time, the recommendation of two members is required. We allow recommenders to recommend each other. A confirmation letter will be sent under the name of the committee to the recommender who received the open call for recommendation.
(2) (Recommendation for successor) The successor candidate nominated and recommended by the retiring officer will be selected with respect for the intention of the officer.
③ (Committee recommendation) Members can recommend candidates after considering the smooth operation of residents' association activities. (Election of officers)
Article 11 (1) The Committee shall deliberate, negotiate, and decide on the candidate for chairman among the candidates for officers recommended by Article 9.
(2) After the candidate for chairman is decided, the intention of the candidate for chairman will be emphasized, and the vice-chairman and accounting candidates will be deliberated and negotiated so that the number will be fixed.
③ At the same time, deliberate and negotiate candidates for auditors and decide.
(Selection deadline)
Article 12 Since the business plan and budget for the next fiscal year will be formulated and the members of the board of directors and department managers will be elected, the candidate for chairman will be decided by the end of November, and the vice chairman, treasurer and auditor will be decided by the end of December.
(Election of substitute)
Article 13 In the event of a vacancy in the Vice Chairman, Treasurer or Auditor, the Committee may elect a substitute position on the premise that it will be recommended at the next General Assembly.
