(Name and office)
(Article 1) This association is called the Minamirinkan Neighborhood Association, and its office is located in the Minamirinkan area.
(Purpose)
(Article 2) While respecting the independence of the unit residents' association, this association aims for mutual friendship and liaison and cooperation, and while cooperating on common projects, promotes the welfare of local residents and improves the local community. The purpose is to plan.
(business)
(Article 3) This association will carry out the following projects in order to achieve the purpose of Article 2.

  1. To cooperate and support the management activities of each residents' association.

  2. Discuss common projects and facilitate the management activities of residents' associations.

  3. Other matters necessary to achieve the purpose of this association.

(Organization)
(Article 4) This association is composed of six autonomous chairpersons, southeast, northeast, south, north, southwest, and northwest, general affairs chairperson, accounting chairperson, and cooperating organizations.
(Executive)
(Article 5) The following officers will be assigned to this association.
1 chairman, some vice chairmen, some officers

Counselors and advisors can be appointed as needed.
(Mission of officer)
(Article 6) The president supervises the affairs on behalf of the association.
The vice-chairman assists the chairman and takes over the duties of the chairman in the event of an accident.
The chairman of the general affairs committee is responsible for general affairs, and the chairman of the accounting committee is responsible for accounting.
Accounting audit audits the accounting situation.
(Election of officers)
(Article 7) The officers of this association shall be elected as follows.

  1. The president and vice president of the federation are elected from the unit residents'association (6 autonomous presidents), but the above presidents can be elected with the approval of the presidency if they are elected by other than the 6 autonomous presidents.

  2. Accounting audits are elected with the approval of the presidency.

(Term of office of officers)
(Article 8) The term of office of officers shall be two years.
However, it does not prevent reappointment. The term of office of officers appointed for replacement shall be the remaining term of their predecessors.
(Type of meeting)
(Article 9) The meeting shall be a board of councilors and a presidency .
(Council)
(Article 10) The Board of Trustees shall meet once a year within two months after the end of the fiscal year to discuss and decide on the following matters. However, if the chairman deems it particularly necessary, he / she may convene temporarily.

  1. Business report and business plan

  2. Accounting income and expenditure settlement report and income and expenditure budget plan

  3. Amendment of the rules

  4. Officers and accounting audit

  5. Other matters deemed necessary for the operation of the Society

2. 2. The chairman of the board of councilors is appointed from among the councilors.
(Composition of the Board of Trustees)
(Article 11) Councilors shall be elected for each unit residents' association, and the criteria shall be as follows.
One for every 100 members, and if the fraction exceeds 50, one will be added.
(Chairman's meeting)
(Article 12) The presidency is a regular meeting, and if the chairman deems it necessary, it will be held once a month to discuss the following matters.

  1. Matters concerning the implementation and operation of events, etc. specified in the business plan.

  2. Proposals to be submitted to the Board of Trustees.

(Expense)
(Article 13) Expenses for this association will be covered by contributions and other income.

(Article 15) In addition to what is stipulated in this agreement, necessary matters are stipulated in the by-laws.
(Supplementary provision)
This agreement will come into effect on April 23, 1973.

Minamirinkan Neighborhood Association Association Internal Regulations

  1. For accounting audits pursuant to Article 7 of the Covenant, one autonomous chairman is recommended from the board of directors ① (southeast / northeast), ② (south / southwest), and ③ (north / northwest), and a total of two board members are elected.
    The term of office shall be one term and two years, and the rotation system of ①, ②, and ③ shall be applied to each board of directors.
    The accounting audit of cooperating organizations is audited by the chairman of the general affairs committee of the federation and the chairman of the accounting committee of the federation, and is conducted in the presence of the chairman and vice president of the federation.
    The accounting audit report of the Association of Residents' Associations is made by the accounting auditors elected by the board of directors. The accounting audit report of the cooperating organization is made by the chairman of the general affairs committee of the federation and the chairman of the accounting committee of the federation.

  2. In the presidency according to Article 9 of the Covenant, meetings with cooperating organizations are held twice a year (June and December). However, attend the presidency at any time at the request of the council president.

  3. From 2010 to 2014, the contribution according to Article 13 of the Covenant is 450 yen per household (Southwest Neighborhood Association, Northwest Neighborhood Association), 470 yen (Southeast Neighborhood Association, Tohoku Neighborhood Association, South Neighborhood Association, North). Residents' association), and will be discussed separately after 2015.

  4. Cooperating organizations include the Physical Education Promotion Association, youth instructors, traffic instructors, fire brigade, lady angels, contact open space executive committee, and greeting movement promotion committee.

  5. The new fiscal year business plan and budget plan of the cooperating organization will be submitted to the president of the federation by the end of February, and the contents will be approved by the president and vice president of the federation.

  6. Counselors and advisors may be appointed at the request of the president of the federation.

  7. New members of each residents' association will pay 100 yen as a mutual aid money for the Saidan at the time of enrollment.

  8. The awards, punishments, condolences, and sympathies are defined as follows.
    (B) For those who have made an effort for the Society, especially those who have made an effort for the Society, and those who have made a special achievement for the Society as a non-member, after consultation at the presidency, You can honor your achievements and present a certificate and a souvenir.
    (Mouth) For those who have made special achievements in the Society, the Vice-President may discuss and condolence and visit them as appropriate.

  9. The outline of use of the funeral hall is defined as shown in the attached table. It can be used only in the case of death of a member and a family member living together.

  10. The internal rules necessary for the operation of the Society shall be determined by a resolution of the Presidency, as long as they do not violate this Agreement.

  11. This bylaw can be amended at the presidency with more than half the approval. However, any revisions will be reported to the next Board of Trustees.
    <Supplementary Provisions>
    This internal regulation will come into effect on April 1, 1993.
    This internal regulation will come into effect on April 1, 1998.
    This internal regulation will come into effect on April 1, 1999.
